Construction Related Contributions

The Forensic Audit was finalized in early September and referred to law enforcement by the school board. Funding from the usual construction interest wanes. However two candidates have most of their funding coming from construction interests in the way of labor unions and from candidate committees.

Independent Expenditure Committees
Independent expenditures PACs are back and spending HUGE amounts in current district elections. There a mixture from Education Matters, Students for Education Reform and Parent Teacher Alliance (with major funding by the California Charter Association, CCSA).

What is an Independent Expenditure Committee?
"An independent expenditure, in elections in the United States, is a political campaign communication that expressly advocates for the election or defeat of a clearly identified candidate that is not made in cooperation, consultation or concert with or at the request or suggestion of a candidate, candidate’s authorized committee or political party.[1] If a candidate, his/her agent, his/her authorized committee, his/her party, or an "agent" for one of these groups becomes "materially involved", the expenditure is not independent.[2]" https://en.m.wikipedia.org/wiki/Independent_expenditure


CTA/UTR sent out a mailer for candidates, however there were no independent expenditure filed with these candidates.
In 2014 UTR endorsed the two candidates that had 90% of funding from construction interests, Madeline Kronenberg and Peter Chau. This year in early 2016 they again endorsed Peter Chau even though he did not file to run for school board.


Some people consider Students for Education Reform (SFER) as a pro-charter group, but they seem to be independent in their actions. This is group of students that attended a variety of schools within WCC. The students had their own process to choose what candidates they would endorse. It looks like the SFERs are listed as In Kind Contributions for possibly canvassing / phone banking.    SFER website: sferanwcc.org

Education Matters is also seen as pro-charter. They had an endorsement process with a panel of 13 members that included a variety of community members. 6 of 7 candidates attended the endorsement interviews knowing if they were endorsed they could receive seed money. You can read about their process on their website. In online articles the Chamberlins defend their campaign contributions, saying they helped tip the scales away from candidates supported by contractors and others who benefit from the district’s $1.6 billion bond construction program, which has diverted attention away from academics.
